A group of Senate and House Democrats are moving to crack down on plastics waste, requiring manufacturers to pay for recycling their products and creating a nationwide deposit system and carryout bag fee. Led by Sen. Tom Udall, D-N.M., and Rep Alan Lowenthal, D-N.Y., the legislation would upend the plastics industry, putting a hold on the construction of new plastic manufacturing facilities so federal environmental agencies can study the extend of the waste crisis.
