The Greater Houston Partnership has declared the end of the oil bust. The majority of Houston’s largest energy companies reported profits in the second quarter as U.S. crude oil prices topped $70 a barrel, the organization reported, and bankruptcies within the industry have slowed considerably since their 2016 peak.
