A new report by the New York Times describes a “stealth campaign” to generate support for a rollback of car emissions standards by Houston-based refiner Marathon Petroleum and American Fuel and Petrochemical Manufacturers, a trade group representing oil companies including Exxon Mobil, Chevron and BP.
