The “Power to Choose” website by default will now filter out plans that include financial penalties for using too little or too much electricity each month — the so-called minimum-use fees that are the bane of consumer advocates. Online shoppers can still choose to search for such plans, but they’ll need to adjust the default filter. The change is already in effect.
