The roughly $2.3 billion deal, or $3.8 billion including the acquisition of debt, is a big increase from the previous $1.6 billion bid. Westlake President and CEO Albert Chao had long coveted the Atlanta-based petrochemical competitor and, earlier this year, began a proxy battle to propose an entirely new slate of Axiall board members in a takeover attempt.
