For the first time since the Congressional debates around creating a cap and trade system a decade ago, a Republican member of Congress will introduce legislation to reduce U.S. greenhouse gas emissions later today. Congressman Carlos Curbelo, a Republican representing coastal South Florida, suggested the outcome of his carbon tax bill almost beside the point, describing his legislation as an “opportunity to begin that discussion” about climate change with those Republicans who might be “reconsidering their positions.”
